Old Québec: understand the city on two levels

Old Québec is best understood as a conversation between the heights and the river. The Upper Town rises above the St Lawrence, while the Lower Town developed around Place Royale and the harbour.
UNESCO recognises the historic district as an unusually complete fortified colonial town. Its defensive structures and street pattern help explain why the two levels feel different. Looking across the city before descending gives the walk a useful sense of direction.
Plan a route that allows time for both, without underestimating the changes in elevation. Choose a few streets and viewpoints rather than trying to absorb the entire historic district at once. In cooler weather, build in an indoor stop and check the forecast before setting out. The pleasure is in connecting the city’s layers, not simply moving between its best-known façades.
